Corbett to lay out his position on Medicaid

Monday, Governor Tom Corbett starts his tour to announce his "Healthy PA" plan.

Those in his circle say the Governor's conditions to accept the Federal Medicaid Expansion plan, include using the federal dollars to help newly eligible adults buy private health insurance policies through the online exchanges that open January first.

That's instead of expanding traditional Medicaid coverage.  And it's not clear whether the Obama Administration will agree to it.

Medicaid expansion in the Affordable Healthcare Act, also known as Obamacare, is open for enrollment in October. It now means if you earn up to 46-thousand dollars a year,  or have a family of four making up to 94-thousand a year, you'll be eligible for the program.

Only about half the states have sign on. Governor Tom Corbett said, on CBS 21's "Ask the Governor" in April, that cost is a concern.

"It is based on the cost, not only today, but in the future. The federal government has said that after three years, they would pick up 90-percent . My question is, can I count on the federal government. At this point, I don't believe I can," said Governor Tom Corbett. 

On an episode of  "Face the State with Robb Hanrahan," Republican State Senator Pat Vance said Medicaid is for the working poor. She says 82-percent of her constituents in Cumberland County have no healthcare. These are people who are working, but their jobs don't offer it or they can't afford it.

"I think some times people think they hate this, perhaps they don't like Obama or the Affordable Healthcare Act. They just say, well it has to be identical to Medicaid expansion, but it's really not," said PA Sen. Pat Vance, District 31, Cumberland/York Counties.
