Cumberland County man charged with sexually assaulting, starving two boys

CARLISLE -- A Cumberland County man has been denied bail on charges that he assaulted and starved two young boys in his care.

Richard Anthony Scarlett, 40, has been charged by state police with endangering the welfare of a child, simple assault, and indecent assault.

Police allege that Scarlett sexually and physically abused two boys, ages 11 and 13, while he was dating and/or married to the boys' mother. The abuse occurred when the younger boy was between the ages of 6 and 11 and when the older boy was between 9 and 13.

Police also allege that Scarlett denied the children access to basic necessities, such as food and water, on a consistent and frequent basis while he was in the position of caregiver to them.

According to the criminal complaint, Scarlett struck the children with a plastic window blinde adjustment rod in a deliberate attempt to inflict pain. He also punched one of the boys in the nose with a closed fist, causing him to bleed.

The criminal complaint also alleges that Scarlett had indecent contact with one of the boys by touching the boy's naked genitals in a sexual manner, and forcing the boy to touch Scarlett's naked genitals several times.

Both boys were interviewed extensively by police over the course of several months. They detailed to police when and where the assaults had occurred, and for how long.

The boys' mother also was interviewed. She admitted to police that she had seen Scarlett being verbally abusive to her sons, but not physically or sexually abusive. Cumberland County man charged with sexually assaulting, starving two boys
