Man charged with child luring; posts bail

YORK -- A 73-year-old man was arrested earlier this week after police say he tried to lure a 15-year-old boy into his car.

Police say the incident involving Theodore Skinner of York happened in the 3700 block of Davidsburg Road in Dover Township on Sept. 17.

The boy was volunteering with his mother in the area where a park, library, senior center, and fire department are located, and when he went to take the trash out, police say Skinner approached the boy.

Skinner asked the teen for help near his car, then asked him to go for a ride so that they could “have some fun.”

The 15-year-old tried to walk away, but Skinner grabbed his shoulder, keeping him from leaving. The teen was eventually able to break free, and Skinner fled the scene.  
Skinner was taken into custody on Sept. 23. He is being charged with luring a child into a motor vehicle, interference with the custody of children, and harassment.

Skinner posted $20,000 bail on Tuesday, Sept. 24, but parents believe if these allegations are true, he should remain behind bars.

“Who knows what he would have done?” Bill Link, a Dover Township resident, said. “Thank God it didn’t happen.”

Anne Dattisman lives in the area with her two boys, and she said she’s never heard of anything like this happening in her neighborhood. “I just can’t imagine someone trying to do that.”

Skinner’s preliminary hearing is set for Oct. 8, and police say if you witnessed the confrontation or have any information regarding this incident to contact them.
