PA sex offender arrested in Oklahoma

The United States Marshals Service arrested a Central Pennsylvania sex offender in Oklahoma.

U.S. Marshal Martin J. Pane, announced that 29-year-old Lisha Marie Ingram, of Hanover was arrested. In September 2005, Ingram was convicted in Maryland of a 2nd degree sex offense, sexual child abuse.  This conviction required her to register as a sex offender for the remainder of her life. 

Since her 2005 conviction in Maryland state court, Ingram relocated to Pennsylvania where she was required to register as a sex offender in accordance with Pennsylvania’s Megan’s Law. 

Officials say Ingram failed to comply with the Megan's Law registration requirements in 2012, by not informing State Police of her address change.

On August 23, 2013, at the request of the Penn Township Police Department, Magisterial District Judge James S. Miner issued an arrest warrant charging Ingram with failure to maintain sex offender registration, a violation of Pennsylvania’s Megan’s Law. 

On September 11, the Penn Township Police Department requested the assistance of the U.S. Marshals Service Fugitive Task Force in the Middle District of Pennsylvania to locate and arrest Ingram. 

Officers learned that Ingram fled to Oklahoma. On September 23, Ingram was arrested by officers from the Stillwater police Department in Stillwater, Oklahoma.

Ingram was booked and processed, pending her extradition back to Pennsylvania.   

The USMS continues to investigate Ingram to determine if she violated the Adam Walsh Child Protection and Safety Act of 2006, which made it a federal offense for a convicted sex offender to flee from state to state to avoid registration requirements.  It also designated the United States Marshals Service as the federal agency responsible for locating, investigating and prosecuting these offenders.
