Teen who was shot expected to recover, police seek shooter

LANCASTER -- A 15-year-old girl who was shot in the head Wednesday night is expected to make a full recovery. CBS 21 is choosing not to identify the shooting victim since she is just 15 years old.

The shooting occurred in the 700 block of East Fulton Street around 9 p.m.
George Barzola lives across the street from the home where the shooting happened. 

"I looked outside and saw the mother crying and yelling. The rest of the neighborhood tried to cooperate and help her, they called an ambulance and police. Everybody was just trying to help out as much as they can," he said.

Barzola hopes his neighbor makes a quick recovery. "I just hope she feels better soon," he said.

Lancaster City Police have issued a warrant for Manuel "Chucky" Ortiz Jr., 16, in connection with the shooting.

Oritz is described as 5'7" tall and weighing 125 pounds. He has short dark hair and a light complexion.   Police say Ortiz has been charged as an adult and is charged with aggravated assault, violation of the uniform firearms act, and possession with intent to deliver heroin. 

Ortiz was charged as an adult under the direct file legislation due to the fact that he used a deadly weapon in the commission of these offenses.    

Police say Ortiz shot the teenage girl during a domestic incident. During the investigation, officers found a .38 caliber handgun believed to be used during the shooting as well as 51 bags of heroin in a jacket that he had left behind.
