WASHINGTON, D.C. -- Starting in January, mailing a letter will cost three cents more -- $.49 -- according to a proposal from the U.S. Postal Service today.

The price of mailing a post card will go from $.33 to $.34. The rate hikes are expected to raise $2 billion for the cash-strapped postal service.

In order to effectuate the price increase, the postal service must first get the approval of its regulatory panel. In the current fiscal year, the postal service has lost nearly $4 billion. It lost $16 billion in 2012.

Total mail volume continues to fall, contributing to the losses.USPS proposes stamp rate increase
